Saudi Arabia is one of the most talked-about markets in the international investment conversation. Announcements around Vision 2030, giga-projects, sports, tourism and technology have made it appear more open than it has ever been. It is, but not in the way most foreign entrants assume.

The opportunity in Saudi Arabia is real and structural. The way it is captured, however, has very little to do with the headlines. For international companies, investors and institutions genuinely committed to Saudi Arabia, the practical implication is straightforward. The country will reward those who arrive to build. It will quietly disqualify those who arrive to extract.
